         This Contract Notice is issued under “Light Touch Regime”. C4 is structured around 5 sequential results. The first result is a regional scoping research report, which was completed in 2017. The 4 following results are sequential, and will be conducted in each target country in turn:

         — Result 2: intervention strategies developed for each priority geographical area,

         — Result 3: CSO capacity, capability and knowledge on migration issues improved,

         — Result 4: target groups are better informed about their migration and livelihood options,

         — Result 5: lessons learned and best practice shared.

         The work of C4 focuses on civil society as the key aspect for how awareness-raising should be delivered, and how to make this sustainable. C4’s work is furthest ahead in Ethiopia. Sudan will be the second target country. Somalia may be the third target country, to be confirmed later this year (2018).

         The project is mission critical, time bound and from previous projects, there are limited, less than five firms that understand the said market that have the competences, experiences etc for the assignment. Giving more time would not necessarily result in increased count of returns but rather only mean that the aforementioned number will be delayed in remitting their return. For this reason, an accelerated procedure is preferred over the rest.
